DescriptionThe City of Groton, Department of Utilities, requests formal bids to construct, deliver and install a prefabricated pump station building, equipped with all necessary pumps, piping and other interior equipment, a standby generator, electrical equipment, and ancillary work connected thereto as shown on the plans and defined in the specifications.

Sealed Bids for the above work will be received at the office of the Department of Utili-ties, Project Management Section / Water Division, 1240 Poquonnock Road, Groton, Connecti-cut 06340 until 10:00 A.M., prevailing time, on August 7, 2020 at which place and time said bids will be publicly opened and read aloud.

Copies of the Contract Documents and Contract Plans may be obtained as follows:

(1) Paper copies are available at the Water Division Project Management Office at 1240 Poquon-nock, Groton, Ct 06340; or
(2) PDF copies of the plans and documents will be available for viewing and download through the City of Groton website.

A mandatory pre-bid meeting will be held at the site of the Walker Hill Tank at 10:00 AM on Wednesday, July 22 2020. Representatives of Groton Utilities will meet prospective bid-ders at 105 Walker Hill Road, Groton, Connecticut for the purpose of conducting a site inspec-tion and describing the extent and location of the proposed work. All interested parties are en-couraged to be prompt and timely; a sign-in sheet will be available and all those in attendance are expected to provide names and contact information.

Note: Due to the Covid-19 situation, all necessary precautions prescribed and in force at the time of the pre-bid meeting will be required for all attendees.

Modifications to the Contract Documents will be made only by written or email Ad-denda, duly issued by the City of Groton, Department of Utilities. Addenda, if issued, will be sent by certified mail or emailed, return receipt requested, no later than five (5) calendar days prior to the date fixed for opening of bids. Bid modifications and withdrawal are allowed up to the time of bid opening.

All bidders are required, at the time of bid opening and together with bid documents, to submit qualifications with respect to their record on the construction and installation of prefabri-cated water pump stations in conformance with the Technical Specifications.

The chosen contractor shall complete the work within the time limits set forth in the “Instructions to Bidders” and in the “General Conditions”.

Each bid submitted must be accompanied by a Certified Check or a Bid Bond in the amount of 10% of the total amount of the tendered bid and made payable to the order of the City of Groton, Department of Utilities, Water Department.

The contractor awarded the work will be required to furnish a 100% Performance Bond and 100% Labor and Materials Bond.

Contracts will be compared and awarded on the basis of (1) the lowest, responsible, re-sponsive and qualified bidder, (2) qualitative considerations related to the proposed prefabricated water pump station and appurtenant equipment and related site work, and (3) the experience and past performance of the Contractor. The City of Groton Utilities Commission reserves the right to accept any bid or to reject any or all bids should the Commission deem it to be in the public interest to do so, or to delete or reduce the scope of any work in order to bring the cost within available funds.

All prospective bidders shall take note that the City of Groton is exempt from the pay-ment of State of Connecticut sales tax and that the time of completion from the date of the signed Agreement is 180 consecutive calendar days.
